I have a similar looking viney/bush thing here in my Mentone Beach back yard. Thanks to the former owners of my house, I know that it is: Duranta repens L ‘Golden Dewdrops’. Yours seems to have a bit more white in the blossoms. Perhaps a different variety.
The hummingbirds love mine. Here is my more solid purple variety:

Mentone Beach does have some good stuff. For example, we still have oranges and avocados…at least for the time being. Also, an abundance of rocks!
