Yes, you did it wrong. There needs to be dirt in the water. The brush, anything really, is for making the water and sand go around and the sand is what gets the peel off the potato. Like a sand blaster. Anyway chug a good amount of sand in the water and it would work.
The other option is to use a steel brush.
As soon as I saw the drill and the toilet brush I knew I was in for some fun entertainment. To those commenters who expected serious potato peeling, sorry! Haha take this as it's meant to be, a guy with a great sense of humor and adventure. Loved it!

So here is an idea. Take your drill with a 3/4" flat paddle bit and then stick a potato on it and then use your peeler to peel the potatoes at high speed!!! Oh yeah!!

You probably didn't do it wrong it's just that it only works on new or nouveau potatoes. Check the vid you watched. They were probably new potatoes.

Our daughter hates peeling potatoes so much, she bought us an electric potato peeler. However, we have also used a spade bit in a drill, put the potato on the bit, then used the potato peeler while running the drill with the potato on it.

LOL Go to Dollar Tree, get a potato peeler per kid and put 'em to work. 😉
What you need is a more abrasive surface to get the skin off. A toilet brush has too much give in the bristles. You need something like a BBQ grate cleaning brush, or a wire bottle brush. The Other alternative is to have a bucket with a very rough internal surface to abrade against the spuds when agitated with the water. You could also try trimming the bristles of your toilet brush so they aren't so bendy.
